Planning and building law comprises the regulations governing planning for land and water and construction. The central piece of legislation in this area of expertise is the Swedish Planning & Building Act, but the area of expertise covers much more than that.
The Planning & Building Act regulates both large and small issues: general physical planning of municipalities, detailed development plans, and area provisions for one or more city blocks, land development, street construction cost compensation, building permits, advance notices, start notification, and the use of the built environment. The Planning & Building Act also includes rules governing supervision, intervention, and sanctions, such as injunctions, prohibitions, and construction sanction fees. A comprehensive complex of other regulations in the form of ordinances and regulations are, furthermore, associated with the Planning & Building Act.
Planning and building law involves much more than just the rules set out in the Planning & Building Act. Large and small projects alike can, in addition to the regulations in the Act, also entail the need to manage issues in parallel with the provisions of the Swedish Environmental Code (e.g. shoreline protection, protection of other areas, or national interests) and property registration legislation.
